Thus, the elite class conventional the rulesand boundaries that would protect the rights of all citizens from asuppressive government. The Articles created a weak, almost innocent national governmentthat was in virtuoso(a) control by the states. The fresh formed governmenthad neither an administrator or judicial branch, which meant that it omitedenforcement powers. at that place were three problems that existed to a lower place theArticles of Confederation that would engender an act of change. First, underthe Articles of C onfederation the government could not protect plaza andother rights of the citizens.
